When The Flicks started in 2009, its owners would visit the local markets daily and grab any pirated DVD available and put it on for tonight’s screening. These times have changed for the better.
The Flicks is deeply committed to upholding international intellectual property standards while still championing independent cinema in Phnom Penh. To bring our audience a curated, premium selection of films that cannot be found in mainstream multiplexes, our programming relies on a multi-tiered legal and cooperative framework:

Cultural Embassy & Institutional Partnerships: We collaborate closely with local cultural missions and national houses present in Cambodia—including the Institut Français Cambodge, the Goethe-Institut, and Holland House. Through these partnerships, we screen officially sanctioned, culturally significant foreign-language films, retrospective pieces, and documentaries that promote global artistic exchange.

Independent Motion Picture Umbrella Licenses: For our broader contemporary selection, our screenings operate under specialized international non-theatrical and independent movie license umbrellas. This allows our community movie theater environment to legally screen curated titles that fall outside traditional commercial distribution windows.

Direct Studio & Filmmaker Consent: We believe in supporting creators. A significant portion of our library is sourced through direct outreach to independent production studios and filmmakers abroad. By obtaining their explicit consent and arranging localized community screening fees, we ensure that the artists are respected and that our platform remains 100% compliant.
